That statement is 100% wrong, just to repeat, he's 100% wrong.
The symptoms you describe are exactly what would happen if you had the parking brake wire were not connected to anything.
What he's trying to say is that if the GROUND is disconnected the unit shouldn't work, but I don't know if that error is him being wrong, or misunderstanding something, or it losing something in the translation from him, to you, to the board.
