Its that park mode is disabled. pull up your handbrake. if that doesnt work, you have to short some wires. Search for: parking brake bypass pioneer (or "car head unit") on youtube. This is a security feature to disable clunky menu options while driving, but allow them when the parking brake is up. Very often, the parking brake wire is not wired up at all. while shorting the parking brake wire, you can disable the whole feature so that the system never goes disables menu items again even when the parking brake is down.
