Its a nautical term. Without GPS (heaven forbid), when I'm underway to another location I have to keep track of where I think I am. Based on the speed of my wheels (propellers), correcting for wind and sea putting me off course, I can make a good guess as to where I think I am. I take that best-guess and then take a measurement by the angle the sun or some stars are to the horizon and I can get my location within about a quarter mile. In the AVIC, the VSS is used for keeping track when you're out of LOS to the sky, like in a parking garage or a tunnel. This makes the GPS calculations a bit quicker when picking up a GPS signal again; instead of starting from scratch not knowing where you are, the unit can throw out about a dozen calculations and get to the fine tuned math problems that pinpoint you to within 20 ft.
