I tried 3 types of maps by now (all 8.3 for 3.0 update) several ezrider and license files, and all possible combinations. Even with the standard basemap and just Netherlands loaded, I can get no further then seeing Hungary in my country screen, but still unable to choose. I took another ezrider and license file from the 2009 maps topic and also I removed the mapsdb file from apl2 igo content and it loaded without problems. no clue if it was one of the files or de db file to be removed, but it works.
