i can't figure out how to connect my ocean to the btb200. has anyone else had this problem?

I got rid of my Ocean before I bought the D3, but anytime I've had trouble connecting a phone, the cure has been to initiate the bluetooth search from the Pioneer, rather than the phone.

That said, my Ocean didn't support Object Push, so even when you get the handsfree working, you won't be able to push contacts (or caller ID) to the unit. Unless they've enabled the feature since I sent mine back anyway.
