Simple. One will work and one won't. If it is set from a radio button, it is a string variable just like "on" or "off" and needs to be in quotes.
I had missed a set of quotes on my US-speedlimit sign and the setting wouldn't stick because of it.

Mobile beeps were intentionally disabled. Comment the line out instead of modifying it.
