hey i just want to add new MSN features and keep everything else the same. anyone know how to go about this? do we just drop in .bmp's or do we need to edit something else? i have done the wince update, but that is it so far because cmh's mods have just been too valuable for me to think about changing. thanks

You can't, unless you just want a picture that says 'Stocks'...

MSN data is handled by iGO, so no.

No, unless either CMH rewrites it to work with new templates and features in iGO 8.3 (unlikely, I guess) or somebody else does it. NavNGo changed just enough in skins between 8.0 and 8.3 that old data.zip's do not work. Also, old version of the mod does not handle roadsigns, head-up mode in 2D switching, etc., so it will be more than a straightforward rewrite anyway.
