When Pioneer comes out with map updates do they offer them for free or discounted for people that recently purchased a new unit? Garmen gives something like 60 days of map updates for free from puchase date.

Nope the only way to get them for free or cheap is the internet.

Has there been a map update lately? If so where can i fetch it?

Not yet the 60 series software is still the most current. IF you don't have that, then hit the search button.
