After looking at the service manual it seems that the TMC module is in all of the units. Is there a way to activate it in the US units? Some states have TMC now and it'd be nice to be able to use it.

There is no TMC module in US units.

Using an F500, you need a European model's cradle, in order to use TMC. Additionally you need to make some changes in sys.txt. But you will lose BT as far as I remeber.
