Can't Find Background Picture Setting?

i'm trying to import custom wallpapers and i'm stuck on the steps that say

15.)Touch "settings" in NAVI Menu

16.)Then touch "System Options"

17.)Then touch "Background Picture Setting"

18.)Touch(Splash Screen,Navigation Background,AV background)

19.)Click "import from CD"

i have no idea where to find the Background Picture Setting. note i do not have my gps navigation antenna yet. is this the problem? i'm assuming these are the settings when i press my "MENU" button?

EDIT: This is for the Pioneer Avic D3.

Where are the importing it from? USB? Sd card?

Also check to make sure the pictures are in a folder called --- Pictures
