I've been dealing with this problem for a while as my installer said it's because the z130 is putting too much juice into the factory amp which is causing the constant noise. When the music is up you dont notice the noise, but even with the headunit in the "OFF" setting you hear the noise. Is this a problem with the installation or a problem with my factory amp?

I suppose it could be the factory amp not handling the higher (4V) output level. But then you would also hear more distortion when playing music. Please describe the type of noise. Is it a humm, static, pops?

BTW, I believe the "OFF" you are referring to only turns off the HU display. The HU does not have an OFF button.
