Why if you set the speed on the different road types the same will the fastest route come up different from the shortest route? Shouldn't they be the same if the road speeds are the same?

No because the fastest will calculate the route using as many major roads as possible, where shortest will calculate the route as short (distance wise) as possible. SO you may end up on the road longer but the milage you travel will be shorter.
