Has anyone ever gotten a message " Due to limited data guidance cannot be provided in this area" when you go yo a smaller city? But the Z3 still shows the map and the streets, but no voice guidance?

Hi everyone, I have Z3 .I get this message where I live, "DUE TO LIMITED DATA GUIDENCE CANNOT BE PROVIDED IN THIS AREA" Is this normal? It stills shows the map and all the streets and there names in the area but VOICE guidence does not work. Only in the area I live
