Hey Captain, Do i need the PAC harness if my car does not have controls on the steering wheel?

Hey guys, Recently picked up an Avic D1 for a 2003 MKIV Jetta. So far i have the unit itself, but was wondering what other parts i would need for the install? Any help would be appreciated. Thanks!
