Bump someone please respond.

So here is my problem, my screen is snowy and nothing is readable. White lines going across screen and the touch is usable I am able to navigate through things but on memory. Now do I need to replace the touch screen or the LCD screen? Someone please chime in to help me out. Thanks for any advice in advance!! Mark
