I had the same problem when I changed my phone. My GPS unit was correctly set-up but the "detectable" feature on my phone was set-up to off.

When I turned it on, my GPS was connecting to my phone.

In my limited experience, the blue light only comes on when the unit is connected (paired) to your phone. There is, however, a "switch" in the phone settings to turn the bluetooth function on or off.
