I've noticed the manual has some gramatical/translation errors that make for some confusion. What dianebrat said is exactly correct. That one threw me for a loop, too.

My experience has been that once you set the STATE, the unit retains that information and searches cities only in New York (for example). I have also found that you don't have to type out the whole name of the city (Ochunawagublagablaga). You can type the first few characters (OCHU) and touch OK and the unit will give you a list of cities (in the already-selected state) that match. This isn't quite as nice as a predictive behavior, but you don't have to know the exact spelling either.
