Because for one, it's not going to stop somebody from stealing your radio. They don't know you need a password to use them, as most car stereo thieves are complete dumbasses. I mean, if they were actually smart people, they would be able to get a job and earn a living like a real man. And second, once they figure out that you need a password to use the radio, they are either going to find some sucker who doesn't know to buy it from them or just throw it away. It's not like once they realize the unit is unusable they are going to return it to the owner. So basically it's a totally useless feature, from the owner's standpoint... there is no real benefit for the owner to set a password on the unit, aside from knowing that the thief can't use the radio he stole from you.
