Ok guys, this is a big one.

This isn't against the TOS for all cell providers. Alltel does this and I have unlimited usage on my Razr. I use Alltel as my ISP, plug my laptop into the phone using a USB cable and then start Motorola Phone tools and wa-la I am on the net. Granted it is slow but it is perfect for traveling and certain updates and such. Cost $30/month to do this. Personally if someone was to do all he wants, he would be better off building a carputer and then hooking up a USB wireless card and recieving the net that way.
